In the sent. n. 169 of 2017 the Constitutional Court declares constitutionally necessary the expense related to the right to health and raises important statements about the dialectic between State and Regions on the financing of LEA. In particular, the Court calls for the implementation of the standard cost system as a necessary tool for determining the level of incompressibility of expenditure and as a concrete mechanism for measuring the commitments of the State and the Regions.
