The executive reconstruction activity of the city of L'Aquila has not yet been completed, also due to the fact that there is not a reconstruction manager who is equipped with a suitable programming instrument. This criticality does not allow a quick and rational works execution, the interference management, the search for coordination and efficiency as well as the workers safety [1]. The present paper therefore proposes to describe the current state of knowledge in this field and introduces an instrument for the shipyards management and control of each intervention, able to integrate and put into the system all the main variables at stake: the so-called "construction site Plan". The methodology developed is based on an in-depth knowledge of the context, practicability and access, of the plant neyworks ... Through the synthesis of all the analyzes the criticalities and the interferences are defined. On the basis of these problems the strategies will be developed, strategies that will allow us to identify autonomous construction areas. The results deriving from the application of this methodology entail the rationalization of the construction process, a simpler management for the administrations, a more rational and fast reconstruction activity as well as greater safety and control in the execution of all the working phases. The developed methodology, easily replicable in other contexts affected by natural disasters, has been verified in a case study.
