Abstract How do children look at the world? How do children feel the world? Do children with disabilities feel the world in a different way? Do educators working with these children understand their needs? Do inclusive educational programs help educators to reflect on these and other issues involving children with disabilities? The objective of this text is to present a diachronic picture of the policies and strategies of intervention on the Special Educational Needs (SEN) in Brazil as outlined, also providing, in the last part of the work, a reading of the educational / didactic planning in the preschool and primary schools of São Paulo. Reflections are therefore formulated in light of the collaboration with the University of L’Aquila where some teachers of these schools have realized a training and research experience in the AYA: 2016/17. There is an urgent need for more careful specialist training actions for teachers working in the SENs.
