This study aims to review and position concepts of resilience in broader debates related to urban planning and urban system. With a documentary research method, the study adopted a set of key performance of resilience concepts and constructed an alternative conceptual model of urban resilience to natural disaster under an inclusive perspective of vulnerability-resilience relation. In the model, the key performance was arranged into a cycle of disaster risk management, whereas three main theories: urban system, vulnerability, and resilience, were used to describe rules and roles of each key performance. Within this framework, vulnerability of urban systems can flip to a process of resilience through “adaptation strategies”, while the terms of “self-organization” integrated with “innovative aptness” contribute to the shift from a process of being resilience to a process of urban transformation. Nevertheless, the study concerned that a gap between the reality and reported statement might exist unavoidably. This study, therefore, serves as a foundation of deepening understanding of urban resilience as well as identifying crucial perspective that should be taken into account in order to enhance urban resilience to disaster
