Italy is characterized by a widespread network of small villages, shaped by distinctive settlement patterns and historically rooted in agro-pastoral socio-economic systems. Over recent decades, these areas have faced increasing marginalization due to interconnected challenges such as limited accessibility, demographic decline, inadequate services, economic downturn, and the deterioration of built heritage—often worsened by natural disasters. Despite these vulnerabilities, such settlements represent a valuable “territorial heritage,” composed of tangible and intangible cultural, historical, and environmental assets. This heritage holds potential for reactivation through sustainable regeneration strategies as an alternative to the crisis of high-density urban models. While the concept of regeneration is well developed in urban contexts, its application to rural territories remains insufficiently explored. This research, funded by the Italian Agency for Territorial Cohesion, aims to foster sustainable development in the Valle del Giovenco–Valle Roveto inner area by enhancing resilience and socio-economic attractiveness. The study proposes a tailored evaluation tool to measure resilience parameters in small settlements, supporting local governments in activating regenerative processes. This paper outlines the analytical tools and methodology for surveying territorial, natural, and built heritage in the case study area, identifying potential resources and guiding context-sensitive regeneration strategies within existing or planned spatial planning frameworks.
