In recent decades, regeneration has become a key tool in urban planning. This study addresses the issue of regeneration at the territorial scale by highlighting the need for interscalar strategies to respond to the fragilities of marginal territories, often aggravated by calamitous events or disadvantaged socioeconomic conditions. Starting with an analysis of the literature and the national and regional regulatory framework, the research proposes a three- step methodology: bibliographic analysis, construction of a system of spatial indicators, and experimentation on a case study in the Abruzzo region. Four dimensions of fragility (social, environmental, economic, territorial) are identified and analyzed at the municipal scale using official data and cartographic representations. Initial results, focused on the social dimension, reveal high-risk areas and offer insights for targeted policies. The research aims to support the definition of integrated strategies for the regeneration of fragile territories, overcoming the limits of urban practices alone and promoting a new paradigm of sustainable, inclusive and resilient territorial development.
