Disaster Risk Management (DRM) deals with reducing the impact of calamitous events through strategies based on spatial data. The proposed study investigates the potential of the Digital Twin (DT) in DRM as an innovative tool to improve risk analysis and support decision-making through scenario simulations. In addition, the concept of the Regional Digital Twin (RDT) as a support for spatial-scale risk planning and management is explored. The methodology is developed in four stages: the construction of the knowledge system, the creation of multi-hazard scenarios, the identification of spatial hotspots and the development of risk management plans. The case study analyses the interaction between the DT and the Abruzzo Regional Civil Protection Plan, demonstrating how the integration of spatial data allows complex scenarios to be modelled and criticalities to be identified. Tools such as the DT make it possible to generate simulations and predictive models that can be updated in real time, useful for improving risk prevention and management. The analysis focuses on environmental, landscape and socio-sediment risks in Abruzzo, which are essential for the identification of hotspots. Future developments will concern the definition of risk management plans through operational strategies aimed at disaster prevention and mitigation.
