In recent decades, regeneration has become a central tool in urban planning. This study explores the theme of regeneration on a territorial scale, emphasizing the importance of interscalar strategies to address the fragility of marginal areas, often affected by natural disasters or disadvantaged socioeconomic conditions. Through a review of the literature and national and regional regula-tory frameworks, the research develops a three-stage methodology: bibliographic analysis, construction of a system of spatial indicators, and application to a case study in the Abruzzo region. Four dimensions of fragility (social, environmental, economic, and territorial) are identified and analyzed at the municipal level using official data and cartographic representations. The initial results, focusing on the social dimension, highlight high-risk areas and offer useful insights for the devel-opment of targeted policies. The overall objective of the research is therefore to contribute to the definition of integrated strategies for the regeneration of fragile territories, overcoming the limitations of traditional urban practices and promoting a new model of sustainable, inclusive, and resilient territorial development.
