The spread and development of ICT makes it possible the pervasive and ubiquitous transmission of information, favoring an interrelation between information and environment. The concept of Smart City has changed, focusing on the possibilities offered by the technologies to support the active participation of the inhabitants. The Internet and social networks forward the development of forms of participatory cultures based on sharing and re-elaboration of content, in a certain way favouring processes of definition and enhancement of cultural heritage. Photography and digital hotogrammetry through smartphones opens up the possibility of scanning and shaping the historical centres places, sharing on the web, with links, tagged information, and commenting on the contents. As part of a funded project by the Italian Government, the paper presents the study of a framework that correlates interactive maps, three-dimensional models and documents, according to a participatory approach. The balance between the authorial information and the continuous democratic and open implementation favours the updated documentation of the places and the development of a shared knowledge of the values.
