The paper analyses the relationship between the informal functioning processes of Performance Management Systems (PMS), from the perceptive perspective of employees without managerial roles in public organizations, and their Public Service Motivation (PSM). Specifically, adopting the theoretical lenses of organizational justice within the psychology-based research on manage- ment control, the study examines the role of Perceptions of Procedural Fairness (PPF), resulting from the managerial use of PMSs, in increasing employees’ levels of PSM. To this end, a survey was conducted among non-managerial employees of an Italian municipality and the collected data were subjected to regression analysis. The results show that PPF has a positive impact on PSM and related sub-dimensions. Such evidence promotes the role of fairness in the informal use of PMS to induce higher levels of employees’ involvement in building the public value of the services provided by the organizations in which they work.
